  • More than 28 years experience in New Build, Over Builds and rebuilds of tele-communications infrastructure construction. Budget tracking, material warehousing accounting and invoicing inspection and accountability budgeting of millions of dollars.
  • Expertise in tracking large scale projects in both aerial and underground construction, maintaining proper personnel in Engineering Departments, Inspectors and Field Engineers.  Maintaining proper documentation on all permits, invoices for audits.
  • Knowledgeable in practices and procedures with various utility companies for RFA’s such as, D.W.P., Verizon, S.C.E., AT&T, PG&E, S.C.G.C. and S.D.G.& E. including City Design Review Board Presentations, AGF submittals.
  • Extensive experience in major Fiber Optic Looping, Routing, Node Design for AMP cascade reduction including retrofitting Power Supplies from 60v to 90v.
  • Very knowledgeable in Third Party Attachments, OSP rearrangements G.O. 95, conduit layout G.O. 128 and SCJPC (JPA’s)

V.P. OF OPERATIONS
F.J.S. CABLE ENGINEERING 1997- PRESENT
ESTABLISHED IN 1983, INCORPORATED IN 1995

  • Expanded FJS client base with AT&T, TWC, Comcast, RCN, Altrio, NextG, Metropolitan Water District, Verizon, Zayo, TWTC, Sprint PCS, Adelphia and many others.
  • Opened operations in 9 states and was responsible for 18 overbuild or upgrade projects totaling 14,738 miles of aerial and underground infrastructure serviceable miles.  Overseen by our client Adelphia’s Director of Operations Western Region
  • Provide FJS Cable Engineering with engineering standards for both aerial and underground, Hire Managers, inspectors and permitting to clients and FJS operations.  Day to day leadership to F.J.S. Cable Engineering operations i.e.; contracts, accounts payable and receivables, personnel training, company policies, develop company production tracking management tool/protocol, conduct work Safety Training in confined space and develop Manhole Core Certification and Audit procedures for FJS and many more duties.

SUPERVISOR
COX COMMUNICATIONS CORPORATE CONSTRUCTION SERVICES 1995-1997

  • Negotiated with city engineers on street restoration specifications that saved the company hundreds of thousands of dollars.
  • Prepared and submitted presentation for The City of Laguna Beach Design Review Board for excavation and pedestal replacement. Resulted in a 100-mile rebuild within the
    city franchise.
  • Accurately tracked over 10 million dollars in invoices with proper documentation. Resulted in the best evaluation by internal auditors out of 6 Cox Construction Services offices.
  • Accomplished aggressive deadlines that enabled Cox Communications to launch new
    services including, high-speed modems, telephony ready plant and digital
    compression. This plant was built at 750 MHz operating at 90 Volts AC.
  • As part of a small management team, we completed over 1,500 of Rebuild/Retro miles in
    a 2 year period.

O.S.P. ENGINEER
TECH AID/SUBCONTRACTOR FOR CENTURY COMMUNICATIONS 1990-1995

  • Selected to engineer the fiber optic routing in Puerto Rico for Centennial Cellular.
  • Supervised and engineered the 216 count fiber optic back-bone for Century Comm. L.A..
  • Educated Teleport Communications Group (TCG) in make ready construction in a D.W.P.
    environment.
  • Accomplished a complete Rebuild in the Eagle Rock, Sherman Oaks, Santa Monica, Redondo Beach systems.
  • Supported the systems in engineering all "forced relocates" projects, gathered bids and
    supervised the completion of all projects.
  • Determined design changes, plant activation and wreck-out of old plant.

OTHER CABLE TELEVISION & TELEPHONE EXPERIENCE 1986-1990
Worked for various contractors and operators in the Los Angeles area. Started as a lineman, proceeded to foreman and progressed into inspections. Duties included the following:

  • Constructed a new CATV build in South Central (American Cable Systems & Continental Cable).
  • Build CATV & Telco overhead and underground plant (Cable Crafters, NaCom).
  • Prepared CATV and telephone make-ready (Cable Crafters).
  • Prepared make-ready engineering sheets (Century Communications).
  • Complied with D.W.P., Pac. Bell and G.T.E. inspections (Century Communications).
  • Constructed telephone overhead and underground plant in various GTE service areas (Butler Communications).
